Which type of white blood cells are concerned with the release of histamine and the natural anticoagulant heparin?

Basophils are a type of white blood cell (WBC). Basophils are granulocyte, representing about 0.5% to 1% of circulating white blood cells and are responsible for inflammatory reactions during an immune response. Basophils produce histamine which is involved in inflammation and heparin that prevents blood clotting.
